A report from FFA Management was finalised on 22 December 2006 and a meeting today of the FFA Board (not including the Chairman Frank Lowy and Director Phil Wolanski) reviewed the findings and determined that Sydney FC had committed multiple breaches of the PCR. The Board determined that the following breaches had occurred:
The Board resolved that the above were all payments defined as "Player Payments" and should have been noted in the player contracts, declared to FFA and included in the Club's player payments declaration for 2005/06. The severity of the breaches warranted fines of $259,000 plus a three (3) competition point penalty. However, in consideration of the cooperation & full disclosure provided by the current Sydney FC Board & Management to the FFA during the investigation process, the Board agreed to reduce the penalty to a $129,000 fine plus two (2) competition points deducted. Sydney FC will be deducted a total of three (3) points which comprises the two (2) points for the most recent breach, plus the activation of the one point suspended penalty handed down to the Club in August 2006 for previous breaches. Sydney FC also received a further suspended penalty of a one (1) competition point deduction, which will automatically be invoked should Sydney FC be found to breach the Player Contracting Regulations in relation to seasons 2006/07 or 2007/08. The FFA Board acknowledged the cooperation of the current Sydney FC Board and Management throughout the investigation. The FFA Board is determined to enforce the integrity of the Player Contracting Regulations and will remain vigilant to see that they are adhered to by all of the Hyundai A-League clubs. |
