Promotions and relegations
Libertas were crowned 1961 Victorian Provisional League Champions.
Libertas were promoted to the 1962 Victorian Metropolitan League Division 2 North.
Ringwood United were promoted to the 1962 Victorian Metropolitan League Division 2 South.
A reorganisation of the Victorian Metropolitan League in 1962 resulted in an expansion of each league from 10 to 12 teams.
Bendigo United, Waterside Workers Federation and Commonwealth Banks were promoted to the 1962 Victorian Metropolitan League Division 2 North
Kensington and Triestina were promoted to the 1962 Victorian Metropolitan League Division 2 South.
Ballarat and Springvale competed in the 1962 Victorian Metropolitan League Division 2 Reserves
