NOTE: In the early stages of the competition the Metropolitan League clubs played off against each other to produce four qualifiers for the next stage. The Provisional League clubs did likewise to produce three qualifers. To these seven teams was added a qualifier from the Gippsland Soccer League. The four Metropolitan qualifiers were drawn against opponents from the other leagues and the winners, along with the twelve State League clubs made up the sixteen teams to play in the final stages of the tournament.
