Promotions and relegations
Moonee Ponds were crowned 1964 Victorian Metropolitan League Division 2 Champions.
Moonee Ponds and Collingwood were promoted to the 1965 Victorian Metropolitan League Division 1.
Flinders Naval Depot were relegated to the 1965 Victorian Metropolitan League Division 3.
Amalgamations and name changes
Libertas amalgamated with Sunshine Heights and competed as Libertas in the 1965 Victorian Metropolitan League Division 2.
Collingwood became Athena in 1965.
Williamstown did not compete in 1965.
