Champions, promotions and relegations
Malvern City were crowned 1978 Victorian Men's District League Division 4 Champions.
A reorganisation of the Victorian Men's Provisional and District Leagues in 1979 resulted in the addition of a third tier Provisional League.
Malvern City, Central City, Clarinda, Vermont, Abbotsford Tassa, Balaclava and Cranbourne were allocated to the 1979 Victorian Men's District League Division 3.
Mossfiel Rangers and La Trobe University were allocated to the 1979 Victorian Men's Amateur League.

Amalgamations, name changes and withdrawals
R.M.I.T. did not compete in Victorian Men's District League competition in 1979.
Balwyn City, Bundoora, Chadstone, H.O.S.A. United, Kooyong Rangers, Latrobe City, Macleod United and Sunshine Heights filled the vacancies in the 1979 Victorian Men's Amateur League.
