Central Brunswick, East Carlton, Cheltenham and Crescent United were promoted to the 1978 Victorian Men's District League Division 3. Amalgamations, name changes and withdrawals R.A.A.F. Frognall did not compete in Victorian Men's District League competition in 1978. Abbotsford Tassa, Central City, Cranbourne, Malvern City and Vermont filled vacancies in the 1978 Victorian Men's District League Division 4. |
