Promotions and relegations
Green Gully were crowned 1983 Victorian State League Champions.
Green Gully, Melbourne Croatia, Brunswick United Juventus and Sunshine George Cross entered an expanded National Soccer League in 1984.
South Melbourne were relegated from the 1983 Victorian State League.
Vacancies in the 1984 Victorian State League were taken by Western Suburbs, Frankston Pines, Broadmeadows, Knox City and St Albans.
