Promotions and relegations
Green Gully were crowned 1982 Victorian State League Champions.
Northcote City and Frankston City were automatically relegated to the 1983 Victorian Metropolitan League Division 1.
Northcote City were offered the vacant position in the 1983 Victorian State League as a result of the amalgamation between George Cross and Sunshine City.
Amalgamations and name changes
St Kilda Hellas-Hakoah became South Melbourne in 1983.
George Cross amalgamated with Sunshine City and competed as Sunshine George Cross in the 1983 Victorian State League.
Frankston City did not compete in 1983.
