Westvale and South Wantirna were promoted to the 1994 Victorian State League Division Four.
Yallourn and East Nunawading Eagles were automatically relegated to the 1994 Victorian Provisional League Division Two.
NOTE: East Geelong and Springvale Condors are listed in the VSF Official Yearbook as having played 25 matches as opposed to 26. No reason was given for the missing game.
