Promotions and relegations
Alexander were crowned 1963 Victorian Metropolitan League Division 1 North Champions.
Alexander were promoted to the 1964 Victorian State League.
A reorganisation of the Victorian Metropolitan League in 1964 resulted in the banning of regional clubs and removal of the zonal system.
Moonee Ponds, Collingwood Eagles, Melbourne University and Williamstown United were relegated to the 1964 Victorian Metropolitan League Division 2.
Corio returned to the Ballarat and Geelong District League.
Amalgamations and name changes
Collingwood Eagles amalgamated with Brunswick Athens and competed as Collingwood in the 1964 Victorian Metropolitan League Division 2.
Inter-Fiorentina amalgamated with Triestina and competed as Triestina in the 1964 Victorian State League.
Sicilia-Kensington did not compete in 1964.
