Promotions and relegations
Libertas were crowned 1963 Victorian Metropolitan League Division 2 North Champions.
A reorganisation of the Victorian Metropolitan League in 1964 resulted in the banning of regional clubs and removal of the zonal system.
Libertas and St Albans competed in the 1964 Victorian Metropolitan League Division 2.
Heidelberg, I.C.I. Deer Park, Fairfield and Essendon were relegated to the 1964 Victorian Metropolitan League Division 3.
Ballarat, Bell Park, Geelong Scottish and Norlane Olympia returned to the Ballarat and Geelong District League.
Amalgamations and name changes
Fairfield became Northcote in 1964.
Seymour-Puckapunyal and Maccabi did not compete in 1964.
